Dave Mitchell took another stab at the idea of short-string PVs. The new approach seems promising.

• Perl #131221: Cannot clone handle with via layer.
• Perl #131224: Bleadperl breaks HARDAKER/QWizard-3.15.tar.gz on Windows.
• Perl #131258: IO::Uncompress::Gunzip silently does not process utf8 strings. This was then filed against the distribution here.
• Perl #131263: Perl mess with UTF8 flag of GV.

Resolved issues

• Perl #128420: Changes in regex recursion in 5.24.
