Don’t get me wrong, I really, really, really appreciate effort put into making something as small and efficient as possible.

https://metacpan.org/pod/Dist::Zilla::Plugin::OnlyCorePrereqs can check for one part of it. [Test::MinimumVersion] can test for another.

I got bit by this, too. It's not Mojave, per se, but XCode 10, in which libgcc has been removed.
I'll have to look at this more closely when I get home to apply the fixes.
