I didn't think it was a contest but I think Ingy won CPAN Day....
What that screen capture doesn't show is that for most of those distributions he didn't just make a single release. For example, Zilla-Dist-0.0.151 appears on your list because it's the latest release of Zilla-Dist, but INGY actually released Zilla-Dist-0.0.133 at the start of the day, and without skipping over any numbers, got up to Zilla-Dist-0.0.149 during CPAN Day. (Zilla-Dist-0.0.150 was uploaded just three seconds too late according to MetaCPAN, and Dist-0.0.151 was released just 187 seconds after that.)
Overall he made 315 releases in 24 hours.
