Steven: You could start with social meetings, like most of Paris.pm meetings. This helps to build a community by building on friendship. Discussions about Perl will come informally. But still, having a summary of the event (list of subjects discussed, even if not directly related to Perl) publicly available, may help to bring interest to more people.
