Do you mean Perl or PHP?
I'm very confused by this. I've never heard of this award, or the company giving it... additionally they seem to be PHP oriented rather than Perl.
Typically the Perl community prefers to award merit using its own internal metrics and shuns close connections with companies like this.
Despite all this confusion, it appears that there is actually a
Perl list, although I've never heard of any of the said companies on that list.
