Tom's Unicode talks were rescued and put on GitHub: tsibley/tchrist-OSCON2011-Unicode
I rescued some of Tom's Unicode tools and have them in Unicode::Tussle (briandfoy/unicode-tussle)
Also nice is his book length Stackoverflow answer: Why does modern Perl avoid UTF-8 by default?
