HTML::Scrubber maintainership
HTML::Scrubber appears unmaintained at present, and I cannot find a way to contact the author (podmaster) - email bounces and I cannot see any activity later than 2006.
If you know a means to contact podmaster aka D. H. then I'd appreciate it if you could put us in touch so I can see if he would be open to an offer of co-maintainership or handing the module over.
I started maintaining PPM::Repositories some time in 2008. I did not succeed in contacting PODMASTER and eventually received co-maintainership via the CPAN admins.
Hi Nigel,
although this isn't DIRECTLY related, check out HTML::Restrict
http://search.cpan.org/~oalders/HTML-Restrict-0.06/lib/HTML/Restrict.pm
It fits the same bill as HTML::Scrubber, with the bonus of being 100% actively maintained.

Thanks for the heads up.
I have picked up HTML::Scrubber maintenance as leaving a package with a known security issue live on CPAN seemed icky. However since HTML::Restrict is a very close (although slightly more limited) relation, I may see about transitioning the module into it long term.
