Formal deprecation of GraphViz V 2.19 - Use GraphViz2

With the help of a pull request from Patrice Clement (as part of the CPAN Request Challenge) I've released GraphViz V 2.19.

This does not involve any code or documentation changes, since the module's docs already warned users that it was deprecated.

Rather, it adds the x-deprecated flag to META.json and META.yml. I added .gitignore to MANIFEST.SKIP.
