I try to write all code in Perl, but find I end up writing in bash, CSS, HTML, JS, and SQL, and doing database design, just to get anything done...

I'm looking into the issue, trying to understand what's up. I think I have an idea.
I should add I just uploaded the files but did not try downloading them. I'll try that too, but it's Saturday PM here - so ... maybe later :-O.
I've uploaded a new index.html and renamed 3 files referred to in these lines:

The plain text was converted to HTML by a Perl script (bnf2html.pl) which you may use if you wish. See also bnf2yacc.pl. The program also uses WEBCODE version 1.09 which you can download as a gzipped tar file.

And now I can access them all. bnf2html.pl is called bnf2html.perl.txt and bnf2yacc.pl is called bnf2yacc.perl.txt. *.pl.txt still would not work, so it's a restriction being imposed by my heb hosting co.), which I now vaguely remember having hit before - **cough, cough** years ago.
And the link ised to point to webcode-1.3.tgz, which I can't explain......
